Taxiing aircraft from ramp to active runway. The clearance: 'taxi to runway 3 via 'left'.' to do this you must cross runway 3 on lima to get to 'C;' the parallel taxiway for runway 3. Problems: 1) no ground control frequency at ito (hilo) being used. 2) not told to 'hold short' and contact tower. 3) commercial airport diagram incorrect. Doesn't show ramp on taxiway lima (south of runway 3). 4) pilots not familiar with airport. 5) radio problems in aircraft.
