Narrative:
I had not been to lax since the RNAV departures had been implemented. I noticed in operations multiple signs stating not to turn prior to shoreline departing west. FAA threatening fines and violations for turning early. On departure we were assigned the HOLTZ7 which clearly states to turn at 620 ft. We reached 620 ft prior to the end of the runway; let alone shoreline. I maintained runway heading till shoreline as sign next to runway 25 mandates; but by doing that was unable to strictly follow lateral track as mandated by 10-3D-0 advisory notice. As written; the HOLTZ7 will always turn prior to the shoreline. Either the SID needs to be changed or early turns permitted.callback conversation with reporter revealed the following information: reporter stated that the offset from the SID track was minimal when flying runway heading. Next time he will engage LNAV.
