Narrative:

Air carrier departures leaving mem are assigned the MEM7 departure and pick up the flight plans via pre departure clearance. The correct departure frequencys are depicted on the SID; but it is apparently confusing because usually half a dozen departures get it wrong. I was working departure and ten aircraft got the wrong departure frequency. This has been a problem in the past and there is an operational error on file where an air carrier aircraft departed on runway 18R and called the east departure controller who turned them east in front of a departure off runway 18L.callback conversation with reporter revealed the following information: reporter believes that clutter on the mem seven commercial approach plate may be contributing to the crew errors. Additionally; an air carrier in the memphis area was using a third party charting service whose producer he did not know. On the average; there are 6 of these events per day. However; on his last shift that number was down to two so there is some improvement noted.

Title: A TRACON CTLR NOTES THAT MANY ACR FLTS DEPARTING ON THE MEM 7 SELECT THE INCORRECT DEP COM FREQ FROM THE MEM 7 SID CHART.

Narrative: ACR DEPS LEAVING MEM ARE ASSIGNED THE MEM7 DEP AND PICK UP THE FLT PLANS VIA PDC. THE CORRECT DEP FREQS ARE DEPICTED ON THE SID; BUT IT IS APPARENTLY CONFUSING BECAUSE USUALLY HALF A DOZEN DEPS GET IT WRONG. I WAS WORKING DEP AND TEN ACFT GOT THE WRONG DEP FREQ. THIS HAS BEEN A PROB IN THE PAST AND THERE IS AN OPERATIONAL ERROR ON FILE WHERE AN ACR ACFT DEPARTED ON RWY 18R AND CALLED THE E DEP CTLR WHO TURNED THEM E IN FRONT OF A DEP OFF RWY 18L.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR BELIEVES THAT CLUTTER ON THE MEM SEVEN COMMERCIAL APCH PLATE MAY BE CONTRIBUTING TO THE CREW ERRORS. ADDITIONALLY; AN ACR IN THE MEMPHIS AREA WAS USING A THIRD PARTY CHARTING SVC WHOSE PRODUCER HE DID NOT KNOW. ON THE AVERAGE; THERE ARE 6 OF THESE EVENTS PER DAY. HOWEVER; ON HIS LAST SHIFT THAT NUMBER WAS DOWN TO TWO SO THERE IS SOME IMPROVEMENT NOTED.
