Narrative:

On apr/xa/06; the ZTL commerce sector frequency (134.8) had to be taken OTS by the radar specialist. This was due to a severe bleed-over from an unknown approach control frequency. About every 1-2 mins an aircraft could be heard checking on frequency 'climbing to 10000 ft.' the radar specialist was unable to communicate with the aircraft and only the responses to the approach controller could be heard. After attempts to use the back-up frequencys failed to fix the problem; 134.8 was turned off and all surrounding facilities were instructed to use alternate frequencys for commerce.
