Narrative:
On final green gear indication light; everything appeared normal for a normal landing. Landing gear failed to fully deploy; propeller hit runway and aircraft landed with gear partially extended. There was some question as to how fully deployed the gear was. Aircraft came to rest on the 3000 ft marker of the runway; and both occupants left uninjured. Nighttime conditions; unfamiliar pilot in a new airplane. Both contributed to the lack of experience and difficulty in confirming the gear was indeed down. Rest was adequate; however pilot's lack of experience in a higher performance airplane was not adequate to give him the skill necessary to land at night in a plane he'd never flown before. Suggestion: issue a service bulletin or memo regarding training in mooney aircraft and learning to manage landing gear system. Issue information regarding the manual and electric system for the airplane. FAA training for complex endorsement could possibly be more stringent with better guidance from the FSDO.

Title: M20F PLT LANDED WITH PARTIALLY EXTENDED GEAR RESULTING IN A PROP STRIKE. NO INJURY TO PLT OR PAX.
Narrative: ON FINAL GREEN GEAR INDICATION LIGHT; EVERYTHING APPEARED NORMAL FOR A NORMAL LNDG. LNDG GEAR FAILED TO FULLY DEPLOY; PROP HIT RWY AND ACFT LANDED WITH GEAR PARTIALLY EXTENDED. THERE WAS SOME QUESTION AS TO HOW FULLY DEPLOYED THE GEAR WAS. ACFT CAME TO REST ON THE 3000 FT MARKER OF THE RWY; AND BOTH OCCUPANTS LEFT UNINJURED. NIGHTTIME CONDITIONS; UNFAMILIAR PLT IN A NEW AIRPLANE. BOTH CONTRIBUTED TO THE LACK OF EXPERIENCE AND DIFFICULTY IN CONFIRMING THE GEAR WAS INDEED DOWN. REST WAS ADEQUATE; HOWEVER PLT'S LACK OF EXPERIENCE IN A HIGHER PERFORMANCE AIRPLANE WAS NOT ADEQUATE TO GIVE HIM THE SKILL NECESSARY TO LAND AT NIGHT IN A PLANE HE'D NEVER FLOWN BEFORE. SUGGESTION: ISSUE A SVC BULLETIN OR MEMO REGARDING TRAINING IN MOONEY ACFT AND LEARNING TO MANAGE LNDG GEAR SYS. ISSUE INFO REGARDING THE MANUAL AND ELECTRIC SYS FOR THE AIRPLANE. FAA TRAINING FOR COMPLEX ENDORSEMENT COULD POSSIBLY BE MORE STRINGENT WITH BETTER GUIDANCE FROM THE FSDO.
