Narrative:
After starting the right engine and shutting down the APU; the aircraft lost electrical power. The right generator had never come on-line. We restarted the APU and called maintenance control while stopped on the ramp. We were informed that recent changes to procedures would not allow pilot placarding and that we must return to the gate. We did so. Maintenance MEL'ed the right generator; did some checks and re-dispatched us. We departed normally. En route; the APU quit. We restarted the APU and it quit again. I called the dispatcher and was told to divert. Descent; approach; and landing were normal. We landed about 3000 pounds over maximum landing weight (353K). After landing we wrote up the APU failure and the overweight landing in the aircraft log. Ultimately; a rescue aircraft arrived and took the passenger on to destination.

Title: B767 CREW DISPATCHES WITH GENERATOR MEL'ED AND APU FAILS ENRTE CAUSING DIVERSION.
Narrative: AFTER STARTING THE R ENG AND SHUTTING DOWN THE APU; THE ACFT LOST ELECTRICAL PWR. THE R GENERATOR HAD NEVER COME ON-LINE. WE RESTARTED THE APU AND CALLED MAINT CTL WHILE STOPPED ON THE RAMP. WE WERE INFORMED THAT RECENT CHANGES TO PROCS WOULD NOT ALLOW PLT PLACARDING AND THAT WE MUST RETURN TO THE GATE. WE DID SO. MAINT MEL'ED THE R GENERATOR; DID SOME CHKS AND RE-DISPATCHED US. WE DEPARTED NORMALLY. ENRTE; THE APU QUIT. WE RESTARTED THE APU AND IT QUIT AGAIN. I CALLED THE DISPATCHER AND WAS TOLD TO DIVERT. DSCNT; APCH; AND LNDG WERE NORMAL. WE LANDED ABOUT 3000 LBS OVER MAX LNDG WT (353K). AFTER LNDG WE WROTE UP THE APU FAILURE AND THE OVERWT LNDG IN THE ACFT LOG. ULTIMATELY; A RESCUE ACFT ARRIVED AND TOOK THE PAX ON TO DEST.
