Narrative:
This is a TCAS RA event in abq approach control airspace. While in our descent into the approach arrival airspace with abq approach; we were maintaining 10000 ft altitude. A cirrus aircraft which was departing abq was told to maintain 9000 ft. The cirrus said that he had us in visual contact and so departure control cleared him to climb out of 9000 ft after he passed behind us. However; just as we were above him; he started a rapid climb; directly up toward us. We received an RA; and began to climb immediately to avoid the climbing cirrus. He came within 300 ft below us; according to the TCAS. We avoided him using TCAS; notified ATC; and then resumed our approach. Since we were now so high in relation to the airport; we changed our landing runway to runway 8; and landed without further incident.

Title: MD80 ON ARR TO ABQ HAS TCAS RA WITH SMALL ACFT CLBING WITH RESTR TO PROVIDE VISUAL SEPARATION.
Narrative: THIS IS A TCAS RA EVENT IN ABQ APCH CTL AIRSPACE. WHILE IN OUR DSCNT INTO THE APCH ARR AIRSPACE WITH ABQ APCH; WE WERE MAINTAINING 10000 FT ALT. A CIRRUS ACFT WHICH WAS DEPARTING ABQ WAS TOLD TO MAINTAIN 9000 FT. THE CIRRUS SAID THAT HE HAD US IN VISUAL CONTACT AND SO DEP CTL CLRED HIM TO CLB OUT OF 9000 FT AFTER HE PASSED BEHIND US. HOWEVER; JUST AS WE WERE ABOVE HIM; HE STARTED A RAPID CLB; DIRECTLY UP TOWARD US. WE RECEIVED AN RA; AND BEGAN TO CLB IMMEDIATELY TO AVOID THE CLBING CIRRUS. HE CAME WITHIN 300 FT BELOW US; ACCORDING TO THE TCAS. WE AVOIDED HIM USING TCAS; NOTIFIED ATC; AND THEN RESUMED OUR APCH. SINCE WE WERE NOW SO HIGH IN RELATION TO THE ARPT; WE CHANGED OUR LNDG RWY TO RWY 8; AND LANDED WITHOUT FURTHER INCIDENT.
