Narrative:
Working on an aircraft as quality control inspector for elevator tab check we found a problem with the r-hand elevator tab hinge bushings and fixed the problem. However; the next night when looking over the same paperwork on another aircraft it was noted that on step 3C. We complied with engineering authority/authorized X but did not comply with engineering authority/authorized Y. We did comply with a tab free play and apply witness putty to the bolt heads as well as the system was inspected. However the ea (engineering authority/authorized) was not issued and needs to be complied with. The reason the problem or event happened was the paperwork was/is very hard to read and understand.

Title: A B737-300 IN A HVY CHK HAD THE R ELEVATOR TAB BUSHINGS REPLACED PER AN ENGINEERING AUTH. A SECOND ENGINEERING AUTH WAS NOT ISSUED WITH THE CHK PAPERWORK AND A REQUIRED INSPECTION SIGNOFF WAS NOT ACCOMPLISHED.
Narrative: WORKING ON AN ACFT AS QUALITY CTL INSPECTOR FOR ELEVATOR TAB CHK WE FOUND A PROB WITH THE R-HAND ELEVATOR TAB HINGE BUSHINGS AND FIXED THE PROB. HOWEVER; THE NEXT NIGHT WHEN LOOKING OVER THE SAME PAPERWORK ON ANOTHER ACFT IT WAS NOTED THAT ON STEP 3C. WE COMPLIED WITH ENGINEERING AUTH X BUT DID NOT COMPLY WITH ENGINEERING AUTH Y. WE DID COMPLY WITH A TAB FREE PLAY AND APPLY WITNESS PUTTY TO THE BOLT HEADS AS WELL AS THE SYS WAS INSPECTED. HOWEVER THE EA (ENGINEERING AUTH) WAS NOT ISSUED AND NEEDS TO BE COMPLIED WITH. THE REASON THE PROB OR EVENT HAPPENED WAS THE PAPERWORK WAS/IS VERY HARD TO READ AND UNDERSTAND.
