Narrative:
The incident occurred during an instrument check ride in simulated instrument conditions (under the hood). The designated examiner; acting as safety pilot; was forced to take flight control during the final approach segment of the back course runway 11 approach into alton regional airport (aln). Another aircraft was allowed to depart runway 29 while my aircraft was cleared for the back course runway 11 and inside the FAF; causing the 2 aircraft to reach 400 ft proximity of each other. I did not see the other aircraft as PIC under the hood; but was advised of proximity to the other aircraft after the designated examiner safety pilot took flight control and evasive action. The remaining flight; including another approach into aln was uneventful. My concern is the controling facility (aln regional tower) allowing traffic to depart (runway 29) in the direction of approaching traffic (runway 11) that was cleared for the approach and inside the fix.

Title: PA38 ON BC 11 APCH TO ALN EXPERIENCED CONFLICT AT 1050' WITH DEP FROM RWY 29; QUESTIONING TWR ACTIONS.
Narrative: THE INCIDENT OCCURRED DURING AN INST CHK RIDE IN SIMULATED INST CONDITIONS (UNDER THE HOOD). I DID NOT SEE THE OTHER ACFT AS PIC UNDER THE HOOD; BUT WAS ADVISED OF PROX TO THE OTHER ACFT AFTER THE DESIGNATED EXAMINER SAFETY PLT TOOK FLT CTL AND EVASIVE ACTION. THE REMAINING FLT; INCLUDING ANOTHER APCH INTO ALN WAS UNEVENTFUL. MY CONCERN IS THE CTLING FACILITY (ALN REGIONAL TWR) ALLOWING TFC TO DEPART (RWY 29) IN THE DIRECTION OF APCHING TFC (RWY 11) THAT WAS CLRED FOR THE APCH AND INSIDE THE FIX.
