Narrative:
Setting up for the VOR 13 approach into dvl; we reviewed the airport directory page and were aware of the possibility of a taws alert on final. We were established inbound on the VOR approach at 2;000 ft and received a taws alert for terrain; and we immediately executed a go-around. We entered a hold over the airport and contacted dispatch and decided to go back to ZZZ due to the weather getting worse. Do not dispatch if the ceilings are low and winds favor the runway 13; because I feel this event would have happened again and again if we continued to try the approach. A go-around would provide unnecessary stress on the crew.

Title: Flight crew experienced a TAWS warning on approach to Runway 13 at DVL after briefing to be aware of a possible warning. They missed the approach and returned to departure airport.
