Narrative: ACFT #1 INBOUND ORF FL310. ACFT #2 SBOUND FL300. RADAR CTLR ISSUED A DSCNT TO FL300 TO ACFT #1 RESULTING IN AN IMMEDIATE LOSS OF SEPARATION. THE SECTOR WAS IMMEDIATELY BUSY AT THE TIME.
