Aircraft X on downwind at 12000 ft. Aircraft Y inbound on QUINN2 arrival. Radar controller cleared aircraft Y for approach to cross plage at 11000 ft. Aircraft X descended to 11000 ft and then turned base in front of aircraft Y to a 070 degree heading. Aircraft X turned to a 010 degree heading and told to join the localizer runway 34R. Aircraft Y turned to a 030 degree heading and told to maintain 11000 ft for traffic. Separation lost. Aircraft X cleared for ILS runway 34R approach. Aircraft Y turned to 310 degree heading behind aircraft X. Aircraft Y cleared for ILS runway 34R approach.
