Narrative:
One flow into 2 major airports. No mi in-trail restrs to help alleviate complexity. Need 2 arrival patterns instead of one. Radar controller mistook the aircraft on top as the iad arrival and descended aircraft. I noticed data block was not correct and informed radar controller who turned and climbed aircraft.
