Narrative:

I was flying with advisories to san juan. I was in a VFR descent at an altitude of 1500 ft passing fajardo coastline in puerto rico when I noticed an aircraft at my altitude that appeared to be heading towards us. I confirmed with my first officer and then my TCAS called out. I immediately disconnected the autoplt and made a 45 degree right climbing turn to avoid the aircraft that was on a direct head on course. As the aircraft passed by within 300 ft the controller announced the twin traffic at my 11 O'clock position and 1/2 mi. My response was you mean the aircraft that just went by within 300 ft and there was no response. We continued the flight to tjsj where I contacted the tower and filed a complaint concerning the near midair. I am writing this in hopes that it will help in some type of a safety increase when multiple lives were at stake.

Title: A PC12 PILOT INBOUND TO TJSJ HAD AN NMAC WITH AN OUTBOUND C402. ATC WAS LATE TO POINT OUT THE POTENTIAL CONFLICT; CALLING AFTER THE AIRCRAFT PASSED EACH OTHER.

Narrative: I WAS FLYING WITH ADVISORIES TO SAN JUAN. I WAS IN A VFR DSCNT AT AN ALT OF 1500 FT PASSING FAJARDO COASTLINE IN PUERTO RICO WHEN I NOTICED AN ACFT AT MY ALT THAT APPEARED TO BE HEADING TOWARDS US. I CONFIRMED WITH MY FO AND THEN MY TCAS CALLED OUT. I IMMEDIATELY DISCONNECTED THE AUTOPLT AND MADE A 45 DEG R CLBING TURN TO AVOID THE ACFT THAT WAS ON A DIRECT HEAD ON COURSE. AS THE ACFT PASSED BY WITHIN 300 FT THE CTLR ANNOUNCED THE TWIN TFC AT MY 11 O'CLOCK POS AND 1/2 MI. MY RESPONSE WAS YOU MEAN THE ACFT THAT JUST WENT BY WITHIN 300 FT AND THERE WAS NO RESPONSE. WE CONTINUED THE FLT TO TJSJ WHERE I CONTACTED THE TWR AND FILED A COMPLAINT CONCERNING THE NEAR MIDAIR. I AM WRITING THIS IN HOPES THAT IT WILL HELP IN SOME TYPE OF A SAFETY INCREASE WHEN MULTIPLE LIVES WERE AT STAKE.
