Narrative:
I was given a clearance to land on runway 28L. Upon rollout to final at approximately 300 ft altitude; I realized that an aircraft was still approximately 1000 ft from the turnoff on runway 28L. Had I continued to land; I may have struck the aircraft still on this runway. I declared 'I'm going around.' the controller acknowledged. I gave my aircraft full power and pitched up sharply; executing a 360 degree turn within a few hundred ft from the runway border. Some 40 seconds later; I touched down on runway 28L; seeing that the aircraft was now off the runway by a few ft. I felt that I handled this emergency safely. I was far inside any possible traffic pattern; executed see and avoid behavior; and in the confusion of the controller; assumed I still had a landing clearance with my evasive maneuver. There were no other aircraft in the landing pattern. This is the third time in a yr the controller made such an error.

Title: A SPORT ACFT LANDED WITHOUT CLEARANCE AT IAG FOLLOWING A GO AROUND BECAUSE OF INSUFFICIENT CLRNC FROM TFC ON LANDING ROLLOUT.
Narrative: I WAS GIVEN A CLRNC TO LAND ON RWY 28L. UPON ROLLOUT TO FINAL AT APPROX 300 FT ALT; I REALIZED THAT AN ACFT WAS STILL APPROX 1000 FT FROM THE TURNOFF ON RWY 28L. HAD I CONTINUED TO LAND; I MAY HAVE STRUCK THE ACFT STILL ON THIS RWY. I DECLARED 'I'M GOING AROUND.' THE CTLR ACKNOWLEDGED. I GAVE MY ACFT FULL PWR AND PITCHED UP SHARPLY; EXECUTING A 360 DEG TURN WITHIN A FEW HUNDRED FT FROM THE RWY BORDER. SOME 40 SECONDS LATER; I TOUCHED DOWN ON RWY 28L; SEEING THAT THE ACFT WAS NOW OFF THE RWY BY A FEW FT. I FELT THAT I HANDLED THIS EMER SAFELY. I WAS FAR INSIDE ANY POSSIBLE TFC PATTERN; EXECUTED SEE AND AVOID BEHAVIOR; AND IN THE CONFUSION OF THE CTLR; ASSUMED I STILL HAD A LNDG CLRNC WITH MY EVASIVE MANEUVER. THERE WERE NO OTHER ACFT IN THE LNDG PATTERN. THIS IS THE THIRD TIME IN A YR THE CTLR MADE SUCH AN ERROR.
