Narrative:
I received 2 handoffs from hmn approach. The first was aircraft X at FL180 B200 en route to the beak a MOA/atcaa. The second aircraft was aircraft Y at FL180 B200 en route to the beak B MOA/atcaa. At the time aircraft X was handed off; hmn approach called and coordinated a route that they thought would separate the 2 aircraft. I then immediately noticed that there was a 100 KT overtake. I then called to get control of the aircraft from hmn approach. I first asked if they were marsa and was told no. I got control and attempted to climb aircraft Y to FL210. I attempted several times with no response. Aircraft X finally turned into the beak B airspace away from the traffic. I do not believe that hmn approach acted decisively to separate the aircraft. I believe they saw the confliction but did not fix the problem prior to the handoff. I reported the incident to the supervisor on duty at the time. I also reported the incident to the next supervisor who came on duty shortly after.
Original NASA ASRS Text
Title: ZAB CTLR DESCRIBED TFC CONFLICT RECEIVED FROM HMN APCH INVOLVING OVERTAKE SITUATION AT APPROX FL190.
Narrative: I RECEIVED 2 HDOFS FROM HMN APCH. THE FIRST WAS ACFT X AT FL180 B200 ENRTE TO THE BEAK A MOA/ATCAA. THE SECOND ACFT WAS ACFT Y AT FL180 B200 ENRTE TO THE BEAK B MOA/ATCAA. AT THE TIME ACFT X WAS HANDED OFF; HMN APCH CALLED AND COORDINATED A RTE THAT THEY THOUGHT WOULD SEPARATE THE 2 ACFT. I THEN IMMEDIATELY NOTICED THAT THERE WAS A 100 KT OVERTAKE. I THEN CALLED TO GET CTL OF THE ACFT FROM HMN APCH. I FIRST ASKED IF THEY WERE MARSA AND WAS TOLD NO. I GOT CTL AND ATTEMPTED TO CLB ACFT Y TO FL210. I ATTEMPTED SEVERAL TIMES WITH NO RESPONSE. ACFT X FINALLY TURNED INTO THE BEAK B AIRSPACE AWAY FROM THE TFC. I DO NOT BELIEVE THAT HMN APCH ACTED DECISIVELY TO SEPARATE THE ACFT. I BELIEVE THEY SAW THE CONFLICTION BUT DID NOT FIX THE PROB PRIOR TO THE HDOF. I RPTED THE INCIDENT TO THE SUPVR ON DUTY AT THE TIME. I ALSO RPTED THE INCIDENT TO THE NEXT SUPVR WHO CAME ON DUTY SHORTLY AFTER.
