Narrative:
On an IFR flight plan from ZZZ1 to ZZZ2 cruise level at 3000 ft under control of ZZZ approach. I noticed an aircraft higher and approximately 12:30 O'clock position. Then I noticed 2 objects in the sky; which I determined to be skydivers; directly ahead free-falling through my altitude. I approximate the closest of the two was within 1200 ft of my aircraft; as I could see him/her looking at me. I immediately turned right to avoid the jumpers and notified ATC of my deviation and that I had 2 jumpers directly in front of me. ATC immediately made a call to another (unknown) aircraft and received the reply; 'I guess I forgot to make my 1 min call.' after I verified with ATC the 2 jumpers were now behind me; I was cleared back on course to ZZZ2.

Title: AN IFR C172 PILOT REPORTS SKYDIVERS FELL NEARBY AFTER THE DROP ACFT FAILED TO GIVE ATC THE ONE MINUTE TO DROP NOTICE.
Narrative: ON AN IFR FLT PLAN FROM ZZZ1 TO ZZZ2 CRUISE LEVEL AT 3000 FT UNDER CTL OF ZZZ APCH. I NOTICED AN ACFT HIGHER AND APPROX 12:30 O'CLOCK POS. THEN I NOTICED 2 OBJECTS IN THE SKY; WHICH I DETERMINED TO BE SKYDIVERS; DIRECTLY AHEAD FREE-FALLING THROUGH MY ALT. I APPROXIMATE THE CLOSEST OF THE TWO WAS WITHIN 1200 FT OF MY ACFT; AS I COULD SEE HIM/HER LOOKING AT ME. I IMMEDIATELY TURNED R TO AVOID THE JUMPERS AND NOTIFIED ATC OF MY DEV AND THAT I HAD 2 JUMPERS DIRECTLY IN FRONT OF ME. ATC IMMEDIATELY MADE A CALL TO ANOTHER (UNKNOWN) ACFT AND RECEIVED THE REPLY; 'I GUESS I FORGOT TO MAKE MY 1 MIN CALL.' AFTER I VERIFIED WITH ATC THE 2 JUMPERS WERE NOW BEHIND ME; I WAS CLRED BACK ON COURSE TO ZZZ2.
