Narrative:

The event occurred; I believe; is because ZZZ agents loading the plane scanned the cargo in the aft bin and when they went to scan the cargo they were loading in F2; they never reset the scanner. So the weight in F2 they originally entered was the weight of all the cargo they had loaded. The agents never subtracted the weight of the cargo in the aft bin. ZZZ operations agent called about XA00 and said they had about 3500 pounds of cargo. I sent trip sheet showing them how to load the plane shortly after that. About XA20 I got another call from ZZZ operations stating that they now had 5800 pounds of cargo loaded on the plane. They gave me the numbers to where the cargo was loaded and I told them that they had to move some passenger to the rear of the plane in order to get it back within its center of gravity. They moved the passenger and entered in the container. In the original container they had 1924 in the aft bin; 3953 in F2 along with 20 bags; and then about 45 bags in F1; along with about 200. At about XB50 I get another call from ZZZ operations and they state that they believe they messed up on the container. They now believe they had 1924 in the aft and only 2029 in F2. It was determined that an event occurred because ZZZ operations called stating that they believed they only had 3900 pounds of cargo on the plane; not the 5800 pounds they had originally entered. Once I was informed of the event; I unlocked the flight; entered in the new numbers they had given me and looked to see if anything needed to be done based on these new numbers. The stabilizer changed by 0.5; so actions to take place. I informed the dispatcher of the discrepancy; who; in turn; informed the flight crew. I also had the ramp here in ZZZ2 offload the cargo that was in F2 and scan it; so we knew exactly how much cargo was on that plane. The exact weight of the cargo in F2 was 2072. To avoid having something like this happen again; we need to make sure the employees loading the plane know exactly what is going on their aircraft.

Title: A B717 DISPATCHER RPTS A WT AND BALANCE ERROR CAUSED BY RAMP PERSONNEL INCORRECTLY WEIGHING FREIGHT AND MISSTATING WHERE IT IS LOADED.

Narrative: THE EVENT OCCURRED; I BELIEVE; IS BECAUSE ZZZ AGENTS LOADING THE PLANE SCANNED THE CARGO IN THE AFT BIN AND WHEN THEY WENT TO SCAN THE CARGO THEY WERE LOADING IN F2; THEY NEVER RESET THE SCANNER. SO THE WT IN F2 THEY ORIGINALLY ENTERED WAS THE WT OF ALL THE CARGO THEY HAD LOADED. THE AGENTS NEVER SUBTRACTED THE WT OF THE CARGO IN THE AFT BIN. ZZZ OPS AGENT CALLED ABOUT XA00 AND SAID THEY HAD ABOUT 3500 LBS OF CARGO. I SENT TRIP SHEET SHOWING THEM HOW TO LOAD THE PLANE SHORTLY AFTER THAT. ABOUT XA20 I GOT ANOTHER CALL FROM ZZZ OPS STATING THAT THEY NOW HAD 5800 LBS OF CARGO LOADED ON THE PLANE. THEY GAVE ME THE NUMBERS TO WHERE THE CARGO WAS LOADED AND I TOLD THEM THAT THEY HAD TO MOVE SOME PAX TO THE REAR OF THE PLANE IN ORDER TO GET IT BACK WITHIN ITS CTR OF GRAVITY. THEY MOVED THE PAX AND ENTERED IN THE CONTAINER. IN THE ORIGINAL CONTAINER THEY HAD 1924 IN THE AFT BIN; 3953 IN F2 ALONG WITH 20 BAGS; AND THEN ABOUT 45 BAGS IN F1; ALONG WITH ABOUT 200. AT ABOUT XB50 I GET ANOTHER CALL FROM ZZZ OPS AND THEY STATE THAT THEY BELIEVE THEY MESSED UP ON THE CONTAINER. THEY NOW BELIEVE THEY HAD 1924 IN THE AFT AND ONLY 2029 IN F2. IT WAS DETERMINED THAT AN EVENT OCCURRED BECAUSE ZZZ OPS CALLED STATING THAT THEY BELIEVED THEY ONLY HAD 3900 LBS OF CARGO ON THE PLANE; NOT THE 5800 LBS THEY HAD ORIGINALLY ENTERED. ONCE I WAS INFORMED OF THE EVENT; I UNLOCKED THE FLT; ENTERED IN THE NEW NUMBERS THEY HAD GIVEN ME AND LOOKED TO SEE IF ANYTHING NEEDED TO BE DONE BASED ON THESE NEW NUMBERS. THE STABILIZER CHANGED BY 0.5; SO ACTIONS TO TAKE PLACE. I INFORMED THE DISPATCHER OF THE DISCREPANCY; WHO; IN TURN; INFORMED THE FLT CREW. I ALSO HAD THE RAMP HERE IN ZZZ2 OFFLOAD THE CARGO THAT WAS IN F2 AND SCAN IT; SO WE KNEW EXACTLY HOW MUCH CARGO WAS ON THAT PLANE. THE EXACT WT OF THE CARGO IN F2 WAS 2072. TO AVOID HAVING SOMETHING LIKE THIS HAPPEN AGAIN; WE NEED TO MAKE SURE THE EMPLOYEES LOADING THE PLANE KNOW EXACTLY WHAT IS GOING ON THEIR ACFT.
