Narrative:

The lear was issued clearance to cross 40 mi east of cvg at 14000 ft. The pilot read back 40 mi east of cvg at 11000 ft. The lear descended below 14000 ft into the airspace of the DC87; which was climbing to 13000 ft. The controller was unaware the lear had read back the altitude clearance incorrectly.

Narrative: THE LEAR WAS ISSUED CLRNC TO CROSS 40 MI E OF CVG AT 14000 FT. THE PLT READ BACK 40 MI E OF CVG AT 11000 FT. THE LEAR DSNDED BELOW 14000 FT INTO THE AIRSPACE OF THE DC87; WHICH WAS CLBING TO 13000 FT. THE CTLR WAS UNAWARE THE LEAR HAD READ BACK THE ALT CLRNC INCORRECTLY.
