Narrative:

On approach on an approximately 15 mi final at about 200 KTS and slowing; I requested flaps 1 degree. The flaps came out split and stopped; the right at 1/4 and the left at 0. I leveled the aircraft off at 2000 ft; told tower of the flap problem and were sent to approach control to hold. We ran the QRH checklist and it was determined that we would be doing a 'no flap/no slat' landing at reference 40 KTS +55 KTS. I coordination with the flight attendants; declared an emergency; requested crash fire rescue equipment and sent dispatch a message via ACARS. Approach and landing were uneventful; touching down at 180 KTS with 3 on the brakes. We taxied clear of the runway where crash fire rescue equipment inspected our brakes and the first officer reviewed the brake cooling chart. All parameters were met for a taxi to the gate to deplane the passenger using chocks only upon arrival.
