Narrative:

During review of our flight papers; no items were listed in the dispatcher comment section or in the 'dispatch items' or 'MEL deviation list items' sections. During preflight; a deferred sticker was noticed on the overhead instrument panel near the left engine anti-ice valve switch. After consulting the maintenance release dated aug/xa/07; no deferred items were listed. Upon further inspection; it was noted that deferral X referenced log item nose inlet cowl replacement due to damage and the deactivation of the engine anti-ice valve. This item was cleared under the action code 'rpl.' immediately after engine start; the left engine anti-ice valve switch light was illuminated indicating that the valve was in transit/disagreement with the switch position. Cycling the switch was no help. A log item was entered into the logbook. An ACARS message was sent to dispatch notifying the dispatcher of the maintenance activity and the need to notify maintenance control of the maintenance activity. Radio contact was made with local maintenance who subsequently assigned maintenance personnel to open the fan cowl for troubleshooting. The engine was secured to allow maintenance access. The mechanic reported that the valve's cannon plug was found disconnected and the valve was safety-wired closed. The safety wire was removed and the cannon plug reconnected. The valve operated normally. The open log item was signed off and a new maintenance release issued. The anti-ice valve operated normally for the remainder of the flight.
