Narrative:
We were cleared to taxi from pushback position at the terminal to runway 9L. There was no direction given so the captain briefed he would taxi north on taxiway D then west on taxiway B to runway 9L. As we started moving; ground control told us to taxi onto and down runway 31 to taxiway B to runway 9L. We commented to each other that fll is where company X had its last runway incursion; and we found it unfathomable that ground control was so lax and using active runways to taxi aircraft when an incident had occurred so recently. Additionally; the day prior when we landed at fll and were taxiing to parking; there were ground delays for departures due to thunderstorms. We heard ground ask an aircraft to shut down on runway 13 and wait 20 or so mins for their release. We heard the aircraft refuse this clearance and ask to be taxied off the runway to shut down and hold. I think there is a real problem at fll with ground control and their lax attitude about using runways as txwys and they are setting someone else up for a runway incursion.

WE COMMENTED TO EACH OTHER THAT FLL IS WHERE COMPANY X HAD ITS LAST RWY INCURSION; AND WE FOUND IT UNFATHOMABLE THAT GND CTL WAS SO LAX AND USING ACTIVE RWYS TO TAXI ACFT WHEN AN INCIDENT HAD OCCURRED SO RECENTLY. ADDITIONALLY; THE DAY PRIOR WHEN WE LANDED AT FLL AND WERE TAXIING TO PARKING; THERE WERE GND DELAYS FOR DEPS DUE TO TSTMS. WE HEARD GND ASK AN ACFT TO SHUT DOWN ON RWY 13 AND WAIT 20 OR SO MINS FOR THEIR RELEASE. WE HEARD THE ACFT REFUSE THIS CLRNC AND ASK TO BE TAXIED OFF THE RWY TO SHUT DOWN AND HOLD. I THINK THERE IS A REAL PROB AT FLL WITH GND CTL AND THEIR LAX ATTITUDE ABOUT USING RWYS AS TXWYS AND THEY ARE SETTING SOMEONE ELSE UP FOR A RWY INCURSION.
