Narrative:

I was taxiing east from the admin building for a departure on runway xx. There was the rear of an automobile protruding into the taxiway where a party was working on an aircraft tied down on the south side of the taxiway. It was no problem to avoid this automatic. There was a pedestrian walking east on the north side of the taxiway; but I considered her a non-factor as she was out of the taxiway. She suddenly turned onto the taxiway and I blurted out; 'what the $#%^ is she doing?' I had no sooner finished that sentence when I heard a thump and the airplane shuddered to the left. The leading edge of the left wing (about 18 inches in from the tip) knocked her to the ground. Bystanders quickly came to her assistance and called 911. Police and emt responded quickly.

Title: PA28 STRIKES PEDESTRIAN WITH LEFT WING WHO ABRUPTLY ENTERED THE TXWY AS THE ACFT WAS PASSING.

Narrative: I WAS TAXIING E FROM THE ADMIN BUILDING FOR A DEP ON RWY XX. THERE WAS THE REAR OF AN AUTOMOBILE PROTRUDING INTO THE TXWY WHERE A PARTY WAS WORKING ON AN ACFT TIED DOWN ON THE S SIDE OF THE TXWY. IT WAS NO PROB TO AVOID THIS AUTO. THERE WAS A PEDESTRIAN WALKING E ON THE N SIDE OF THE TXWY; BUT I CONSIDERED HER A NON-FACTOR AS SHE WAS OUT OF THE TXWY. SHE SUDDENLY TURNED ONTO THE TXWY AND I BLURTED OUT; 'WHAT THE $#%^ IS SHE DOING?' I HAD NO SOONER FINISHED THAT SENTENCE WHEN I HEARD A THUMP AND THE AIRPLANE SHUDDERED TO THE L. THE LEADING EDGE OF THE L WING (ABOUT 18 INCHES IN FROM THE TIP) KNOCKED HER TO THE GND. BYSTANDERS QUICKLY CAME TO HER ASSISTANCE AND CALLED 911. POLICE AND EMT RESPONDED QUICKLY.
