Narrative:
When I came to work today; the sju ASR-8 radar was OTS. The local procedures had been changed dec/xa/07 and are in conflict with the LOA and 7110.65. The additional limitations put on by the plans and programs office have not been trained on and had us all (approach controllers and the sju tower) in total confusion. It created a very dangerous situation.
