Narrative:
While being vectored for the ILS runway 22L at jfk; we were given a descent from 3000 ft to 2000 ft; by the ny approach controller. I entered 2000 ft in the altitude preselect. This was confirmed by the captain. I then looked to our 11 O'clock position; which is where the airport was in relation to our aircraft. It was at this time that I saw a high wing GA aircraft at our 11 O'clock position; low; and very close to our aircraft. I pointed out the traffic to the captain who acknowledged the traffic; stopped our descent; and then climbed slightly back to 3000 ft. The high wing aircraft passed in front of us from our left to right slightly low. After the traffic passed; ny approach control commented 'air carrier X I thought I said 2000 ft.' I replied that we had just avoided GA traffic from our left to right and would now begin the descent to 2000 ft. ATC replied they had not seen the traffic. Approximately 1 min later; ATC reported traffic at our 2 O'clock position 4 mi and altitude 3200 ft. We were then cleared the visual approach runway 22R. We never received any TCAS messages during the event described.
Original NASA ASRS Text
Title: CRJ200 FLT CREW VISUALLY ACQUIRED TFC CLOSING ON THEIR PROJECTED FLT PATH AND CLIMBED TO AVOID THE TFC.
Narrative: WHILE BEING VECTORED FOR THE ILS RWY 22L AT JFK; WE WERE GIVEN A DSCNT FROM 3000 FT TO 2000 FT; BY THE NY APCH CTLR. I ENTERED 2000 FT IN THE ALT PRESELECT. THIS WAS CONFIRMED BY THE CAPT. I THEN LOOKED TO OUR 11 O'CLOCK POS; WHICH IS WHERE THE ARPT WAS IN RELATION TO OUR ACFT. IT WAS AT THIS TIME THAT I SAW A HIGH WING GA ACFT AT OUR 11 O'CLOCK POS; LOW; AND VERY CLOSE TO OUR ACFT. I POINTED OUT THE TFC TO THE CAPT WHO ACKNOWLEDGED THE TFC; STOPPED OUR DSCNT; AND THEN CLBED SLIGHTLY BACK TO 3000 FT. THE HIGH WING ACFT PASSED IN FRONT OF US FROM OUR L TO R SLIGHTLY LOW. AFTER THE TFC PASSED; NY APCH CTL COMMENTED 'ACR X I THOUGHT I SAID 2000 FT.' I REPLIED THAT WE HAD JUST AVOIDED GA TFC FROM OUR L TO R AND WOULD NOW BEGIN THE DSCNT TO 2000 FT. ATC REPLIED THEY HAD NOT SEEN THE TFC. APPROX 1 MIN LATER; ATC RPTED TFC AT OUR 2 O'CLOCK POS 4 MI AND ALT 3200 FT. WE WERE THEN CLRED THE VISUAL APCH RWY 22R. WE NEVER RECEIVED ANY TCAS MESSAGES DURING THE EVENT DESCRIBED.
