Narrative:

I was the PF. We were level at FL230 when we were cleared to climb to FL280. Shortly after I initiated a climb at 1500 FPM; we received a TCAS RA. The captain was quick to react; took control of the aircraft; and methodically pushed the nose of the aircraft over to comply with the RA. I xferred my eyes outside to see another carrier passing right to left just above us. I looked at the TCAS to see what altitude they were at and noticed they were +900 ft and within the 3 mi range (range ring at 10 mi) as we were descending per the RA through FL234. A little while after the event we were cleared to FL300 with no mention about the conflict by another controller.
