Narrative:
A320 contacted me on west departure. The aircraft's route of flight was such that the pilot should have contacted ATC on the east departure frequency. This was the third such incident that I am aware of during my 8 hour shift. Aircraft on the wrong frequency in accordance with the mem 7 departure happens multiple times on a daily basis.

Title: MEM DEP CTLR DESCRIBED REPEATED EVENTS WHEN DEP ACFT ESTABLISHED CONTACT ON THE WRONG DEP FREQ.
Narrative: A320 CONTACTED ME ON W DEP. THE ACFT'S RTE OF FLT WAS SUCH THAT THE PLT SHOULD HAVE CONTACTED ATC ON THE E DEP FREQ. THIS WAS THE THIRD SUCH INCIDENT THAT I AM AWARE OF DURING MY 8 HR SHIFT. ACFT ON THE WRONG FREQ IN ACCORDANCE WITH THE MEM 7 DEP HAPPENS MULTIPLE TIMES ON A DAILY BASIS.
