Narrative:

Far ATCT has been staffing 3/1/3 cpc's with a midnight shift cpc. Far management allowed a cpc to do volunteer training outside the facility leaving 3/3 staffing for the day. In addition; far management allowed a cpc to be on jury duty leaving staffing to 2/3 for the day. On top of this far had a cpc scheduled for a physical leaving cpc staffing from XA00 to XC30 with a staffing of 1 cpc and 1 supervisor to cover; with 2 trainees. Only 1 trainee checked out through local control position and the other through ground control. Far is required to staff at least 2 position (radar and local). Points: 1) lack of communication and management properly scheduling shifts is unsafe. 2) lack of cpc staffing at far completely unsafe.

Title: FAR CTLR EXPRESSED CONCERN REGARDING FACILITY STAFFING POLICY AND RESULTING SHIFT COVERAGE.

Narrative: FAR ATCT HAS BEEN STAFFING 3/1/3 CPC'S WITH A MIDNIGHT SHIFT CPC. FAR MGMNT ALLOWED A CPC TO DO VOLUNTEER TRAINING OUTSIDE THE FACILITY LEAVING 3/3 STAFFING FOR THE DAY. ON TOP OF THIS FAR HAD A CPC SCHEDULED FOR A PHYSICAL LEAVING CPC STAFFING FROM XA00 TO XC30 WITH A STAFFING OF 1 CPC AND 1 SUPVR TO COVER; WITH 2 TRAINEES. ONLY 1 TRAINEE CHKED OUT THROUGH LCL CTL POS AND THE OTHER THROUGH GND CTL. FAR IS REQUIRED TO STAFF AT LEAST 2 POS (RADAR AND LCL). POINTS: 1) LACK OF COM AND MGMNT PROPERLY SCHEDULING SHIFTS IS UNSAFE. 2) LACK OF CPC STAFFING AT FAR COMPLETELY UNSAFE.
