Narrative:
The issue continues to occur: flight plans are filed from dfw to cll (college station; tx -- easterwood field) as dfw to cll..cll because the VORTAC cll is not collocated with the field cll. The VORTAC is about 3.3 mi wnw of the field. When the flight plan is processed the second cll is stripped out. This results in a clearance such as 'dfw.KEENE6.ellvr..CLL334.cll.' the problem with this clearance is that it is to a VORTAC and provides no route to the field -- what would happen in a communication failure? Additionally; the LOA between ZFW and act provides such aircraft may be cleared direct cll without coordination. If this is done; the aircraft could go to either the VORTAC or the field. They 'should' go to the VORTAC; since that is the only cll they have been cleared to; however; some have come over (if GPS equipped) direct to the field.

Title: ZFW CTLR EXPRESSES CONCERN OVER INCOMPLETE CLEARANCES BEING ISSUED TO CLL.
Narrative: THE ISSUE CONTINUES TO OCCUR: FLT PLANS ARE FILED FROM DFW TO CLL (COLLEGE STATION; TX -- EASTERWOOD FIELD) AS DFW TO CLL..CLL BECAUSE THE VORTAC CLL IS NOT COLLOCATED WITH THE FIELD CLL. THE VORTAC IS ABOUT 3.3 MI WNW OF THE FIELD. WHEN THE FLT PLAN IS PROCESSED THE SECOND CLL IS STRIPPED OUT. THIS RESULTS IN A CLRNC SUCH AS 'DFW.KEENE6.ELLVR..CLL334.CLL.' THE PROB WITH THIS CLRNC IS THAT IT IS TO A VORTAC AND PROVIDES NO RTE TO THE FIELD -- WHAT WOULD HAPPEN IN A COM FAILURE? ADDITIONALLY; THE LOA BTWN ZFW AND ACT PROVIDES SUCH ACFT MAY BE CLRED DIRECT CLL WITHOUT COORD. IF THIS IS DONE; THE ACFT COULD GO TO EITHER THE VORTAC OR THE FIELD. THEY 'SHOULD' GO TO THE VORTAC; SINCE THAT IS THE ONLY CLL THEY HAVE BEEN CLRED TO; HOWEVER; SOME HAVE COME OVER (IF GPS EQUIPPED) DIRECT TO THE FIELD.
