Narrative:
Corp aircraft given detailed taxi instructions per FAA notice dated may/xa/08 from FBO to runway 30R. Runway 30L closed for 2 weeks for lighting upgrade. Aircraft appeared to be confused either by the runway closure; detailed taxi instructions or both. Aircraft checked on tower frequency and controller noticed aircraft was pretty far from runway 30R hold bar and advised aircraft to hold short of runway 30R. Aircraft acknowledged; 'hold short instructions' and then proceeded onto runway 30R without clearance. I believe that detailed taxi instructions may be needed at some airports but I do not believe they are needed at sjc and only adds to an increased workload for both controllers and flight crews and adds to more frequency congestion.

Narrative: CORP ACFT GIVEN DETAILED TAXI INSTRUCTIONS PER FAA NOTICE DATED MAY/XA/08 FROM FBO TO RWY 30R. RWY 30L CLOSED FOR 2 WKS FOR LIGHTING UPGRADE. ACFT APPEARED TO BE CONFUSED EITHER BY THE RWY CLOSURE; DETAILED TAXI INSTRUCTIONS OR BOTH. ACFT CHKED ON TWR FREQ AND CTLR NOTICED ACFT WAS PRETTY FAR FROM RWY 30R HOLD BAR AND ADVISED ACFT TO HOLD SHORT OF RWY 30R. ACFT ACKNOWLEDGED; 'HOLD SHORT INSTRUCTIONS' AND THEN PROCEEDED ONTO RWY 30R WITHOUT CLRNC. I BELIEVE THAT DETAILED TAXI INSTRUCTIONS MAY BE NEEDED AT SOME ARPTS BUT I DO NOT BELIEVE THEY ARE NEEDED AT SJC AND ONLY ADDS TO AN INCREASED WORKLOAD FOR BOTH CTLRS AND FLT CREWS AND ADDS TO MORE FREQ CONGESTION.
