Narrative:

A construction project started at XA00. Numerous vehicles were on runway 19R. Local control was keeping track of the vehicles using strips. Some of the vehicles were operating in groups; one of them was 'construction X and company.' construction X and company reported off all controled surfaces. Sometime later; local control observed a vehicle on the runway for which no strip was on hand. Subsequent inquiries revealed that the mystery vehicle had entered the runway as part of the group in company with construction X; but this vehicle had failed to exit with the group leader. This is a very dangerous situation. Fortunately; we had daylight VFR WX so we could see the vehicle. We were also fortunate that local control had been keeping meticulous track of the vehicles. The vehicle was not radio equipped. In the future; all vehicles on the runways should be radio equipped.

Title: FAI TWR CTLR DESCRIBED EVENT WHEN CONSTRUCTION VEHICLE; WITHOUT RADIO; FAILED TO CLR RWY WITH GROUP LEADER.

Narrative: A CONSTRUCTION PROJECT STARTED AT XA00. NUMEROUS VEHICLES WERE ON RWY 19R. LCL CTL WAS KEEPING TRACK OF THE VEHICLES USING STRIPS. SOME OF THE VEHICLES WERE OPERATING IN GROUPS; ONE OF THEM WAS 'CONSTRUCTION X AND COMPANY.' CONSTRUCTION X AND COMPANY RPTED OFF ALL CTLED SURFACES. SOMETIME LATER; LCL CTL OBSERVED A VEHICLE ON THE RWY FOR WHICH NO STRIP WAS ON HAND. SUBSEQUENT INQUIRIES REVEALED THAT THE MYSTERY VEHICLE HAD ENTERED THE RWY AS PART OF THE GROUP IN COMPANY WITH CONSTRUCTION X; BUT THIS VEHICLE HAD FAILED TO EXIT WITH THE GROUP LEADER. THIS IS A VERY DANGEROUS SITUATION. FORTUNATELY; WE HAD DAYLIGHT VFR WX SO WE COULD SEE THE VEHICLE. WE WERE ALSO FORTUNATE THAT LCL CTL HAD BEEN KEEPING METICULOUS TRACK OF THE VEHICLES. THE VEHICLE WAS NOT RADIO EQUIPPED. IN THE FUTURE; ALL VEHICLES ON THE RWYS SHOULD BE RADIO EQUIPPED.
