Narrative:
I was working the meacham south sector at dfw TRACON (D10). I was contacted via land line by departure 3 (DR3) for a pointout (po) on a slow climbing dfw departure H/B747. This had been an ongoing problem due to the hot temperatures. I informed the DR3 controller the pointout was too late the aircraft had already encroached my airspace and I had traffic inbound to arlington airport (gky) and therefore denied the pointout. The result of me denying the pointout was an operational deviation. The H/B747 was on an RNAV SID and turned to avoid the conflict with the inbound seminole to gky. Due to the timing the 2 aircraft did not get in close proximity to each other. This airspace had been changed even though problems had been idented. Management knew of the problem as a result of several opdevs. The airspace needs to be returned to its original confign that will provide protection for arrival and departure aircraft for gky and grand prairie (gpm) airports.

Title: D10 CTLR DESCRIBED OPDEV EVENT; ALLEGING RECENT AIRSPACE CHANGES WERE CONTRIBUTORY.
Narrative: I WAS WORKING THE MEACHAM S SECTOR AT DFW TRACON (D10). I WAS CONTACTED VIA LAND LINE BY DEP 3 (DR3) FOR A POINTOUT (PO) ON A SLOW CLBING DFW DEP H/B747. THIS HAD BEEN AN ONGOING PROB DUE TO THE HOT TEMPS. I INFORMED THE DR3 CTLR THE POINTOUT WAS TOO LATE THE ACFT HAD ALREADY ENCROACHED MY AIRSPACE AND I HAD TFC INBOUND TO ARLINGTON ARPT (GKY) AND THEREFORE DENIED THE POINTOUT. THE RESULT OF ME DENYING THE POINTOUT WAS AN OPDEV. THE H/B747 WAS ON AN RNAV SID AND TURNED TO AVOID THE CONFLICT WITH THE INBOUND SEMINOLE TO GKY. DUE TO THE TIMING THE 2 ACFT DID NOT GET IN CLOSE PROX TO EACH OTHER. THIS AIRSPACE HAD BEEN CHANGED EVEN THOUGH PROBS HAD BEEN IDENTED. MGMNT KNEW OF THE PROB AS A RESULT OF SEVERAL OPDEVS. THE AIRSPACE NEEDS TO BE RETURNED TO ITS ORIGINAL CONFIGN THAT WILL PROVIDE PROTECTION FOR ARR AND DEP ACFT FOR GKY AND GRAND PRAIRIE (GPM) ARPTS.
