Narrative:
Aircraft X was instructed to cross dodje at 9;000 ft. Ground speed at time was 335 KTS and stayed constant in descent from FL220. However; when he reached 9;500 ft; his ground speed dropped drastically to 285 KTS in one sweep. Approach control called me and said they were not getting a good target to declare radar at that time; but should pick him up at dodje. They instructed me to keep him coming on the arrival. I noticed some target jumps prior to aircraft X approaching a BE20; which had a constant ground speed of 245 KTS until he started his descent from FL180. It increased to 265 KTS and stayed there until I turned him 30 degrees left as a precaution/prevention from losing 5 NM [separation]; 7 NM from dodje. The two aircraft were consistently 6 to 7 NM apart based on leader lines. I believe the target jumps caused the system to alert that separation was lost. Fix radar coverage in the donie low sector.

Title: ZFW controller reported that the Operational Error Detection Program (OEDP) reported a loss of separation between two aircraft. Reporter references jumping targets and poor radar coverage as contributory.
