Narrative:
Military X called for an IFR clearance exiting military airspace -- he was a flight of 2 F16's. I radar idented him and cleared him to FL230. I saw he was in conflict with an aircraft at 16000 ft; military X was at 14300 ft. I amended his altitude to 15000 ft but military X was climbing so fast he reported 16000 ft after taking the 15000 ft clearance. I reported this event to the supervisor/amic.

Narrative: MIL X CALLED FOR AN IFR CLRNC EXITING MIL AIRSPACE -- HE WAS A FLT OF 2 F16'S. I RADAR IDENTED HIM AND CLRED HIM TO FL230.
