Narrative:
After leaving fellows VOR area I proceeded in a more easterly dir because la center felt that la approach would be able to handle me through the TCA with vectors to torrance. La center turned me over to la approach and they said they were too busy. It is in my opinion, and I listened to the frequency, that they were not that busy. Every time I have tried to get 124.5 to handle me on a VFR radar vectors to torrance they have refused me no matter what day or what time of day. After 15 yrs of flying IFR and over 30 with a license, I know when a frequency is busy. I had to turn south to the ventura VOR area and fly south to the catalina area, and then on in to toa. This extended my flight approximately 25-30 mins, and with 5 other company employees on board, I estimate the cost at an additional $500. Not only was I forced to fly around the western edge of the TCA, there were jets all over the place that were taking off and landing at la. This totally unnecessary action put me in a very, very unsafe position, and again proves that the TCA at la and TCA's constitute a flying safety problem that is serious and, if not intelligently addressed, there will be a serious midair collision. The way the TCA is being handled is a stage setting for an accident to happen. The FAA and the administrator have taken a course of action, that as a long time pilot tells me that their motivations and purpose was to establish rules and regulations designed to increase flying safety problems and hazards. This happened at XA55 local time and it was XB45 before I landed toa. The administrator of the FAA has publicly stated that the decision is his and he takes the responsibility for this action. Therefore, when hundreds are killed he should be properly prosecuted for murder--premeditated.

Title: CPR SMT REFUSED SERVICE IN TCA.

THE WAY THE TCA IS BEING HANDLED IS A STAGE SETTING FOR AN ACCIDENT TO HAPPEN. THE FAA AND THE ADMINISTRATOR HAVE TAKEN A COURSE OF ACTION, THAT AS A LONG TIME PLT TELLS ME THAT THEIR MOTIVATIONS AND PURPOSE WAS TO ESTABLISH RULES AND REGS DESIGNED TO INCREASE FLYING SAFETY PROBS AND HAZARDS. THIS HAPPENED AT XA55 LCL TIME AND IT WAS XB45 BEFORE I LANDED TOA. THE ADMINISTRATOR OF THE FAA HAS PUBLICLY STATED THAT THE DECISION IS HIS AND HE TAKES THE RESPONSIBILITY FOR THIS ACTION. THEREFORE, WHEN HUNDREDS ARE KILLED HE SHOULD BE PROPERLY PROSECUTED FOR MURDER--PREMEDITATED.
