Narrative:

I was working local control at the abe airport. An aircraft was in the pattern on the left downwind. Aircraft X was on the right downwind; cleared to land on runway 6. Aircraft Y was holding short of runway 6. Once aircraft X crossed the threshold; aircraft Y was tiph. I then asked aircraft X where he was parking; coordinated with ground control and issued instructions to clear the runway at A4 and taxi to hangar on local frequency. Aircraft X read back the instructions and appeared to have began a turn at A4. I then turned to look for an aircraft on the left downwind to issue instructions to extend downwind for departing jet traffic. I then turned and scanned the runway; which appeared clear due to the runway and taxiway lights; and cleared aircraft Y for takeoff. After aircraft Y began moving; I cleared an aircraft for the option. Soon after; aircraft Y called saying that he had missed A4 and asked if he could clear at B. I told him to turn off immediately. Aircraft Y aborted takeoff and moved to the left side of the runway avoiding aircraft X off the right wing. Supplemental information from acn 804727: I was the first officer on aircraft X with service from abe to ZZZ. After completing a normal night preflight and before takeoff checklist; we were holding short of runway 6/A5 at abe. The control tower cleared a cessna aircraft for landing as we held short. After a brief delay the control tower notified a small GA aircraft on left downwind to 'extend his downwind for departing regional jet traffic.' we then received takeoff clearance from tower. The tower stated; 'aircraft X; fly runway heading; cleared for takeoff runway 6.' I read back the clearance and we completed the before takeoff checklist. The captain taxied onto the runway and advanced the thrust levers to takeoff power and stated 'set thrust.' I; as the PNF; set takeoff power. After the appropriate 80 KTS/checked callout; we accelerated for takeoff. I then heard a radio transmission on tower frequency; 'tower; I missed my turnoff.' I glanced up and picked out a faint white light to the right of centerline which I idented as a small aircraft. At that time I stated 'abort; abort' and the captain immediately reduced the thrust levers; applied full brakes; and deployed thrust reversers. He then made an evasive turn to the left to avoid hitting the cessna. We passed the cessna at about 40 KTS and 10 ft off his left wing. We brought the airplane to a stop on the runway and the captain notified the passenger to remain seated. We then contacted tower and exited the runway. Ground was contacted and we proceeded to the gate and deplaned normally. 1) to prevent this I believe the tower should have verified that the runway was clear prior to clearing us for takeoff. 2) it did not appear that the cessna had any strobe lights on which would have alerted us to his position on the runway. 3) the pilot of the cessna never spoke up after we had been cleared for takeoff. Supplemental information from acn 805056: I was cleared to land on runway 6 at abe. After landing; was told to exit at A4 and stay with tower frequency. At that point I was already past the turnoff for A4. I continued down the runway and asked to exit at bravo. Was told by the tower no delay. As I was turning to the right to exit on bravo; we saw a large jet aircraft on our left swerve to avoid us. We then proceeded to the intersection of runway 13/31 on taxiway a. We were then cleared to taxi to hangar. At no time after landing did we hear the tower clear the jet for takeoff; or the jet respond cleared for takeoff runway 6. At no time did tower controller indicate to us that there was a problem except for the aforementioned 'no delay exit at bravo.' while taxiing to hangar; we heard voices on tower frequency saying 'hello; hello; is anybody there? Hello I can't hear you; please answer. Hello; hello I still can't hear you; are you there?' this pattern of phrases is not used by pilots. I am not sure if those voices stepped on any xmissions while I was on the runway. Regardless of that; the jet should have not been cleared for takeoff until aircraft Y told the tower I was clearing runway 6 at bravo.

ACFT X READ BACK THE INSTRUCTIONS AND APPEARED TO HAVE BEGAN A TURN AT A4. I THEN TURNED TO LOOK FOR AN ACFT ON THE L DOWNWIND TO ISSUE INSTRUCTIONS TO EXTEND DOWNWIND FOR DEPARTING JET TFC. I THEN TURNED AND SCANNED THE RWY; WHICH APPEARED CLR DUE TO THE RWY AND TXWY LIGHTS; AND CLRED ACFT Y FOR TKOF. AFTER ACFT Y BEGAN MOVING; I CLRED AN ACFT FOR THE OPTION. SOON AFTER; ACFT Y CALLED SAYING THAT HE HAD MISSED A4 AND ASKED IF HE COULD CLR AT B. I TOLD HIM TO TURN OFF IMMEDIATELY. GND WAS CONTACTED AND WE PROCEEDED TO THE GATE AND DEPLANED NORMALLY. 1) TO PREVENT THIS I BELIEVE THE TWR SHOULD HAVE VERIFIED THAT THE RWY WAS CLR PRIOR TO CLRING US FOR TKOF. 2) IT DID NOT APPEAR THAT THE CESSNA HAD ANY STROBE LIGHTS ON WHICH WOULD HAVE ALERTED US TO HIS POS ON THE RWY. 3) THE PLT OF THE CESSNA NEVER SPOKE UP AFTER WE HAD BEEN CLRED FOR TKOF. SUPPLEMENTAL INFO FROM ACN 805056: I WAS CLRED TO LAND ON RWY 6 AT ABE. AFTER LNDG; WAS TOLD TO EXIT AT A4 AND STAY WITH TWR FREQ. AT THAT POINT I WAS ALREADY PAST THE TURNOFF FOR A4. I CONTINUED DOWN THE RWY AND ASKED TO EXIT AT BRAVO. WAS TOLD BY THE TWR NO DELAY. AS I WAS TURNING TO THE R TO EXIT ON BRAVO; WE SAW A LARGE JET ACFT ON OUR L SWERVE TO AVOID US. WE THEN PROCEEDED TO THE INTXN OF RWY 13/31 ON TXWY A. WE WERE THEN CLRED TO TAXI TO HANGAR. AT NO TIME AFTER LNDG DID WE HEAR THE TWR CLR THE JET FOR TKOF; OR THE JET RESPOND CLRED FOR TKOF RWY 6. AT NO TIME DID TWR CTLR INDICATE TO US THAT THERE WAS A PROB EXCEPT FOR THE AFOREMENTIONED 'NO DELAY EXIT AT BRAVO.' WHILE TAXIING TO HANGAR; WE HEARD VOICES ON TWR FREQ SAYING 'HELLO; HELLO; IS ANYBODY THERE? HELLO I CAN'T HEAR YOU; PLEASE ANSWER. HELLO; HELLO I STILL CAN'T HEAR YOU; ARE YOU THERE?' THIS PATTERN OF PHRASES IS NOT USED BY PLTS. I AM NOT SURE IF THOSE VOICES STEPPED ON ANY XMISSIONS WHILE I WAS ON THE RWY. REGARDLESS OF THAT; THE JET SHOULD HAVE NOT BEEN CLRED FOR TKOF UNTIL ACFT Y TOLD THE TWR I WAS CLRING RWY 6 AT BRAVO.
