Narrative:

Aircraft in question was being handed off to ZBW. When aircraft got within 5 mi; I called to initiate action on their part. A daily occurrence I might add. This is important because they routinely need to be prompted to accept aircraft. However; in this case I turned aircraft away from boundary getting to within .5 mi of boundary. By definition; this is a deviation of airspace. We were told by supervisor that boston would take those aircraft but obviously this was not the case.

Title: ZOB CTLR DESCRIBED OPDEV WHEN ADJACENT ARTCC SECTOR FAILED TO ACCEPT HDOF IN TIME TO AVOID TECHNICAL OPDEV; ALLEGING MULTIPLE PAST EVENTS.

Narrative: ACFT IN QUESTION WAS BEING HANDED OFF TO ZBW. WHEN ACFT GOT WITHIN 5 MI; I CALLED TO INITIATE ACTION ON THEIR PART. A DAILY OCCURRENCE I MIGHT ADD. THIS IS IMPORTANT BECAUSE THEY ROUTINELY NEED TO BE PROMPTED TO ACCEPT ACFT. HOWEVER; IN THIS CASE I TURNED ACFT AWAY FROM BOUNDARY GETTING TO WITHIN .5 MI OF BOUNDARY. BY DEFINITION; THIS IS A DEV OF AIRSPACE. WE WERE TOLD BY SUPVR THAT BOSTON WOULD TAKE THOSE ACFT BUT OBVIOUSLY THIS WAS NOT THE CASE.
