Narrative:
I handed off aircraft X to mmty center at FL380. After xferring radio communications; mmty center descended the aircraft with no control given. The aircraft was still about 45 mi from the sector boundary. This occurrence happens on a daily basis. It is common that mmty center controllers descend mmun landers with no coordination accomplished. Mmty center controllers need to be educated on proper control and pointout procedures.

Title: ZAB CTLR DESCRIBED OPDEV AT FL380 WHEN ADJACENT FOREIGN ARTCC DESCENDED ACFT PRIOR TO REACHING AIRSPACE BOUNDARY CONTRARY TO LOA.
Narrative: I HANDED OFF ACFT X TO MMTY CTR AT FL380. AFTER XFERRING RADIO COMS; MMTY CTR DSNDED THE ACFT WITH NO CTL GIVEN. THE ACFT WAS STILL ABOUT 45 MI FROM THE SECTOR BOUNDARY.
