Narrative:
On descent into ZZZ at 23000 ft the aircraft had a loss of cabin pressurization. We declared emergency with center and initiated an emergency descent to 10000 ft. The captain flew the ILS and made a normal landing. Upon arrival at the gate; maintenance personnel noticed the aft cargo door seal was hanging loose.

Title: DASH-8 FLIGHT CREW REPORT CABIN PRESSURIZATION LOSS DURING DESCENT. EMERGENCY IS DECLARED WITH NORMAL LANDING AT DESTINATION. CARGO DOOR SEAL IS FOUND TO HAVE FAILED.
Narrative: ON DSCNT INTO ZZZ AT 23000 FT THE ACFT HAD A LOSS OF CABIN PRESSURIZATION. WE DECLARED EMER WITH CTR AND INITIATED AN EMER DSCNT TO 10000 FT. THE CAPT FLEW THE ILS AND MADE A NORMAL LNDG. UPON ARR AT THE GATE; MAINT PERSONNEL NOTICED THE AFT CARGO DOOR SEAL WAS HANGING LOOSE.
