Narrative:
Assigned midway 7 departure with a transition which contained a 250 KT airspeed restr. The midway 7 with this restr is new with an effective date of nov/xa/08. We missed the restr in the small writing of the text for the restr. We realized the mistake when chicago told us to resume normal speed. Luckily we had not exceeded the speed for very long if at all. Perhaps they could change the location of the restr to larger font and place it below the title of the SID on the commercial chart plate much like they do the los angeles departures. Also; make it a standard location for all the commercial chart plates; which obviously it's not. Of course; we should have caught it by being more careful reading the plate. It was night; we were busy deicing; running late; and had plenty of distrs. All the reason to slow down more during those circumstances.

Title: B737 FLIGHT CREW FAILS TO NOTE 250K SPEED RESTRICTION ON THE MIDWAY 7 SID.
Narrative: ASSIGNED MIDWAY 7 DEP WITH A TRANSITION WHICH CONTAINED A 250 KT AIRSPD RESTR. THE MIDWAY 7 WITH THIS RESTR IS NEW WITH AN EFFECTIVE DATE OF NOV/XA/08. WE MISSED THE RESTR IN THE SMALL WRITING OF THE TEXT FOR THE RESTR. WE REALIZED THE MISTAKE WHEN CHICAGO TOLD US TO RESUME NORMAL SPD. LUCKILY WE HAD NOT EXCEEDED THE SPD FOR VERY LONG IF AT ALL. PERHAPS THEY COULD CHANGE THE LOCATION OF THE RESTR TO LARGER FONT AND PLACE IT BELOW THE TITLE OF THE SID ON THE COMMERCIAL CHART PLATE MUCH LIKE THEY DO THE LOS ANGELES DEPARTURES. ALSO; MAKE IT A STANDARD LOCATION FOR ALL THE COMMERCIAL CHART PLATES; WHICH OBVIOUSLY IT'S NOT. OF COURSE; WE SHOULD HAVE CAUGHT IT BY BEING MORE CAREFUL READING THE PLATE. IT WAS NIGHT; WE WERE BUSY DEICING; RUNNING LATE; AND HAD PLENTY OF DISTRS. ALL THE REASON TO SLOW DOWN MORE DURING THOSE CIRCUMSTANCES.
