Narrative:

I was the pilot flying and we were on downwind at 6;000 ft for runway 8L at ZZZ. We were issued an instruction to descend to 3;000 ft which I complied with. Descending through approximately 4;500 ft; the captain turned to me and asked if he had briefed the passengers on our arrival. I told him that I didn't know whether he had or not. Immediately and without notification; the captain went to PA and began briefing the passengers. As he did this; approach issued an instruction to turn left to a heading of 210 degrees which I read back and obeyed. Just as the captain came back; approach changed us to runway 8R. Honestly; the event happened due to the captain's apparent disregard for fars and company procedures and a stunning lack of professionalism. The captain in this case showed no concern for the sterile cockpit rule as we were well below 10;000 ft. Furthermore; the captain also showed a total disregard for CRM in that he left the first officer alone during the busiest phase of flight to operate the aircraft and manage the radio and ATC instructions with absolutely zero notification. As I see it; the only way an incident such as this can be avoided is by having each crew member operate with the mindset of safety and compliance with standards and rules. The captain's actions in this case showed a blatant disregard for both.
