Narrative:

Planned a category ii ILS into den runway 35L. We were vectored to final and handed off to den tower on approximately 20 mile final. At 9;000 ft MSL we received a TCAS RA for an aircraft behind and below us on the approach to runway 35R den. I disconnected the autopilot and complied with the RA. The RA continued for approximately 30 seconds. When it was becoming unlikely we would be able to continue the approach due to being high; I asked the first officer to tell the tower we needed to go around due to a TCAS RA. The response from the tower was; 'you are on a radar monitored approach;' implying we did not need to comply with the RA and to continue the approach. A few seconds after speaking with tower; the RA was resolved and I asked for the gear to be lowered in an attempt to capture the GS. It became obvious that was not going to happen in time for a stabilized approach so I had the first officer tell the tower we were going missed approach; at which time the tower asked us to level at 7;000 ft and gave us a vector.
