Narrative:
On descent; left engine failed to respond to throttle movement. On initial power reduction; N2 was approximately 90%; indicating a possible N2 sensing problem. Through several attempts to reduce the power with the left throttle; the left EPR did come back to approximately 1.3. During the remainder of the descent; left EPR varied between approximately 1.0 and 1.4; but on average remained at approximately 1.3; too much power for landing. About 8-9 minutes prior to landing; the left engine was shutdown via the QRH. ATC was notified; an emergency declared; and arff was called. Normal landing and taxi to the gate. All engine parameters were normal and within limits; normal oil pressure; N1 and N2; and egt.
