Narrative:
ATC had issued a climb to FL220. Out of 21500 got TA. At about 21800 got descend RA. First officer; who was flying; followed descend RA. I advised ATC of RA and was told traffic was level at FL230. Got clear of conflict command at 21500. Returned to FL220. We were IMC the whole time and never saw traffic. Only 1000 feet vertical separation and aircraft was climbing at a high rate.
