Narrative:

Flaps selected from 5 to 15. Left needle stayed at 5 and the right needle went to 15 as selected. Asked for and got vectors to figure out problem. No te asym or le lights. No other indications of problem. No control problems. Nothing in the QRH that really applies to this problem. Elected to operate flaps normally. No problems at 20; 25 or 30 flaps. Declared an emergency as a precaution and although inconvenient for ATC; landed on longest runway. Did not want to be making turns low to ground on runway in case something else went wrong with flaps. First officer landed normally. Entered in maintenance log. Maintenance met aircraft and confirmed indicator malfunction.

Title: B757 Captain reports apparent split flaps during approach during approach with no EICAS messages. Crew determined indicator failure and continues to landing after declaring an emergency.
