Narrative:
Approach and landing ILS (24) at fok normal with no incident and cleared the active runway on taxiway C. Ground control cleared us to taxi on taxiway C to the ramp. We taxied as cleared and were crossing runway 15 on charlie when a king air (aircraft Y) went around and passed over us. Estimated vertical clearance was 300 ft. The king air displayed no landing light and the ground controller gave no warning to us. Upon shut down on the ramp; I called the tower on the land line and asked the controller if he wanted a statement . The controller said 'aircraft Y did not report on a right base as required and was not cleared to land.' I then asked if there would be a formal report filed and the controller said no and thanked us for the call.

Title: Captain was cleared to the ramp via Taxiway C after landing on Runway 24. While crossing Runway 15 a BE90 went around. Tower advised BE90 did not report base and did not have clearance to land.
