Narrative:

Cleared into position and hold, which was acknowledged by first officer by tower frequency at middletown airport. After the tower cleared flight into 'position and hold' on 31 and this was acknowledged by the flight crew the crew started to taxi into position. At this time a twin engine turbo propeller aircraft appeared out of the clouds for a landing on 31. Our flight was forced to use maximum braking to stop prior to taxiing onto the runway in front of the landing aircraft's path. The landing aircraft was forced to go around by tower. When the tower operator was asked about the landing aircraft by my captain the tower operator said he was not aware of the landing aircraft. The tower operator said approach control had not advised the tower of any landing aircraft. The tower operator acknowledged he had given my flight the 'position and hold' command and my flight had acknowledged.

Title: ATCT LCL CTLR CLEARED ACR LTT ONTO RWY IN FRONT OF LNDG SMT RESULTING IN NMAC WITH LNDG ACFT FORCED TO GO AROUND.

Narrative: CLRED INTO POSITION AND HOLD, WHICH WAS ACKNOWLEDGED BY F/O BY TWR FREQ AT MIDDLETOWN ARPT. AFTER THE TWR CLRED FLT INTO 'POSITION AND HOLD' ON 31 AND THIS WAS ACKNOWLEDGED BY THE FLT CREW THE CREW STARTED TO TAXI INTO POSITION. AT THIS TIME A TWIN ENGINE TURBO PROP ACFT APPEARED OUT OF THE CLOUDS FOR A LNDG ON 31. OUR FLT WAS FORCED TO USE MAXIMUM BRAKING TO STOP PRIOR TO TAXIING ONTO THE RWY IN FRONT OF THE LNDG ACFT'S PATH. THE LNDG ACFT WAS FORCED TO GO AROUND BY TWR. WHEN THE TWR OPERATOR WAS ASKED ABOUT THE LNDG ACFT BY MY CAPT THE TWR OPERATOR SAID HE WAS NOT AWARE OF THE LNDG ACFT. THE TWR OPERATOR SAID APCH CTL HAD NOT ADVISED THE TWR OF ANY LNDG ACFT. THE TWR OPERATOR ACKNOWLEDGED HE HAD GIVEN MY FLT THE 'POSITION AND HOLD' COMMAND AND MY FLT HAD ACKNOWLEDGED.
