Narrative:
I had planned a flight on from my home base to cli to pickup 2 passengers; fly them over various sites for photos and return them to cli. I would then return home. The evening before the flight I logged onto duats to obtain an 'outlook briefing' for the flight. I reviewed the weather forecast and found no adverse conditions for my planned flight. On the morning of the flight I logged onto duats to obtain a 'standard briefing' for my planned flight. I reviewed the weather and the NOTAMS and did not find anything that would adversely affect my flight. There was a runway closure (18/36) at my home base and several taxiway closures but nothing that would prevent my flight. At cli there was a NOTAM for the NDB being decommissioned (april NOTAM #2). I decided to go ahead with my planned flight to cli. On arrival at cli winds were light and variable. I decided to use runway 22 as I was set up to enter a downwind leg for that runway. I made the appropriate radio advisories. As I set up to turn the downwind leg for runway 22 at cli I observed the runway 32 was marked as closed with a yellow 'X' (as well as runway 14) and I observed workers and equipment on the northwest end of runway 14/32. I continued my pattern; flew to and landed on runway 22; which appeared to be open. I picked-up my passengers and departed cli on runway 22. On arrival back at cli I observed that runway 04/22 was now marked as closed by an orange 'X' in the grass at both ends of the runway. I observed runway 14/32 was still marked as closed by yellow 'X' at both ends of the runway. I was surprised that runway 14/32 was not opened when 04/22 was closed. I observed there were still workers and equipment on the northwest end of runway 14/32 and no workers or equipment on runway 04/22. I observed that runway 09/27; a turf runway; was not marked as closed. I decided to use runway 09 as the winds were 110 degrees at 8 KTS according to the cli ASOS. I taxied to the self-service fuel pumps to drop-off my passengers. After obtaining fuel I departed cli using runway 09. I was concerned about the 2 paved runway closures at cli and surprised that there was not a NOTAM to that effect. I logged onto duats and obtained an 'abbreviated briefing' for a flight to cli. When I read the briefing I immediately noticed clintonville wi august NOTAM #7 stating 'aerodrome closed until september xx; 2009 at xa:00 pm CDT' checking the duats 'outlook briefing' I observed that I would not get notams unless the NOTAM box was checked. When reading the duats 'standard briefing' obtained shortly before my flight I did not see the NOTAM stating the cli aerodrome was closed. I could not say for certain if the NOTAM was not displayed or if I somehow missed it. At no time during this flight did I land or takeoff using a runway that was visibly marked as closed. There were no visual markings of any taxiway closures. My operations did not conflict with any workers or equipment working at the cli airport. While on the ground at cli obtaining fuel I was not contacted by any of the people working on the airport and the FBO was unattended. Only a pilot lounge and restroom were open. Although I felt that I had obtained all necessary information; in the future I will use more diligence when reading the briefing to be certain that I am obtaining all information needed to accomplish the flight safely. I will 'check' the notams box on the csc duats 'outlook briefing' when using that briefing the day before a flight.
