Narrative:

After being given the runway 36R bridge route and switched to west ground control 121.85 on the B (bravo bridge) our further taxi instructions were to turn at ha followed by hs and runway 36R. We read back the instructions to ground as required. However; when turning left at ha a commuter aircraft was turning from taxiway G into our path on to taxiway a. I had to aggressively stop the aircraft as the other aircraft was also doing the same. I then asked who was supposed to taxi and clear the unsafe dilemma. We were then given further taxi clearance and turned onto taxiway hs as previously instructed. We then got further clarification on which line up point to use. The lack of monitored taxi progression at the ha; and a intersection combined with wrong line up points has me alarmed as to safety.
