Narrative:

Upon slowing the aircraft for exit at kilo taxiway, a blue van with an company logo on it was proceeding southeast on taxiway lima at high speed. The van turned right, entering runway 22L proceeded head on with my aircraft, still at high speed, attempting to beat the aircraft to kilo taxiway. Seeing the imminent collision with a larger object, the driver stopped in the intersection of kilo and runway 22L - 4R. He remained there refusing to move, while the aircraft was on a 45 degree angle to enter the taxiway from runway 4R. I stopped the aircraft on the runway until the van finally moved back, outside the radius of turn being scribed by the wingtip. The runway was unsafe for aircraft to land because I was unable to make a safe entry from 4R to kilo. Van had no clearance, no radio, no lights, and was being operated with no concern for safety, or airport procedure. Tower reported no knowledge of the van's position or operation.

Title: ACR LGT BLOCKED FROM EXITING RWY BY UNAUTH GROUND VEHICLE AT RWY TXWY INTERSECTION.

Narrative: UPON SLOWING THE ACFT FOR EXIT AT KILO TAXIWAY, A BLUE VAN WITH AN COMPANY LOGO ON IT WAS PROCEEDING SE ON TAXIWAY LIMA AT HIGH SPEED. THE VAN TURNED RIGHT, ENTERING RWY 22L PROCEEDED HEAD ON WITH MY ACFT, STILL AT HIGH SPEED, ATTEMPTING TO BEAT THE ACFT TO KILO TAXIWAY. SEEING THE IMMINENT COLLISION WITH A LARGER OBJECT, THE DRIVER STOPPED IN THE INTERSECTION OF KILO AND RWY 22L - 4R. HE REMAINED THERE REFUSING TO MOVE, WHILE THE ACFT WAS ON A 45 DEG ANGLE TO ENTER THE TAXIWAY FROM RWY 4R. I STOPPED THE ACFT ON THE RWY UNTIL THE VAN FINALLY MOVED BACK, OUTSIDE THE RADIUS OF TURN BEING SCRIBED BY THE WINGTIP. THE RWY WAS UNSAFE FOR ACFT TO LAND BECAUSE I WAS UNABLE TO MAKE A SAFE ENTRY FROM 4R TO KILO. VAN HAD NO CLRNC, NO RADIO, NO LIGHTS, AND WAS BEING OPERATED WITH NO CONCERN FOR SAFETY, OR AIRPORT PROCEDURE. TWR REPORTED NO KNOWLEDGE OF THE VAN'S POSITION OR OPERATION.
